In addition to the information within Paragraph (a), the following factors shall be used to evaluate offers: (i) Past Performance (ii) Technical Approach (iii) Price Past Performance and technical approach combined are significantly more important than price when being evaluated. The Government reserves the right to pay a higher price for higher performance confidence based on past performance and/or technical approach. If the lowest priced offeror’s past performance assessment received an acceptable evaluation, that offer represented the best value to the Government, and evaluation would stop there since no offers having the highest rating could have a lower price. Otherwise, the next lowest priced offeror would be evaluated, and the process would continue, in order of price, until an offeror was rated Substantial Confidence. (1) If the lowest priced offer is found to be technically acceptable and rated as Substantial Confidence in the past performance assessment, that offer represents the best value for the Government and the evaluation process stops.
